在职攻读硕士学位研究生 学位论文开题报告 XXXX市小型农田水利设施投资问题研究 摘 要 农业基础设施是农业生产的物质载体，它是影响和制约农村经济以及社会发展的关键因素，它是提升农业综合生产力，建设现代农业的基础，其发展有着极其重要的意义。一个地区农业基础设施的供给情况直观体现出该地区农村经济的发展水平和农民的生活水平。农业基础设施建设直接对农业生产力的综合水平和农业生产发展程度造成影响，对于现代农业的建设，提升农业综合生产力有着十分重要的作用。 在农业生产的整个过程中，土壤、化肥等生产要素和生产资料严重依赖于水利设施条件，所以水利设施是农业生产经营活动的重中之重，对农业生产水平起着决定性的影响和作用。推进农村的水利设施建设，能够有效提高我国农业的综合生产能力，进一步增加农民收入，进而更好地解决我国在建设新农村过程中遇到的“三农”问题。 为此，本文在公共产品投资理论基础上，以XX市小型农田水利建设投资为案例展开我国小型农田水利建设投入问题，对各方投资小型农田水利设施建设的可行性以及相关制度展开研究，从而进一步探讨小型农田水利设施的投资模式存，同时本文还对影响农户投资小型农田水利设施建设积极性的障碍因素，最后提出一系列关于积极鼓励和引导农业基础设施投资机制的合理政策和建议。 关键词：小型农田，农田水利；项目；投入 ABSTRACT Agricultural infrastructure is the material carrier of agricultural production, become affect and restrict the rural economic and social development of important factors, it is to improve agricultural productivity, the establishment of a modern agriculture base, its development has very important significance. A region of the supply of agricultural infrastructure condition synthesis reflects the area the development level of rural economics and farmer standard of living. Agricultural infrastructure construction directly restricts the level of comprehensive productivity of agriculture and agricultural production development, the construction of modern agriculture, improve the agricultural comprehensive productivity plays a very important role. In the process of agricultural production, soil, fertilizer and other production factors and production data of water conservancy facilities condition dependence is very strong, so the water conservancy facilities is the lifeblood of agriculture production and operating activities, on the level of agricultural production has decisive influence.
