青岛西海岸新区城市社区治理联动机制研究
摘要
社区联系着万千家庭，是我国城乡居民的生活聚集地，也是服务群众的最后“一公
里”，更是社区治理的基本单元。2014年6月，青岛西海岸新区被批准为第九个国家级
新区，以此为契机，青岛西海岸新区通过构建系统化的管理体系、加大社会协同力度和
积极引导群众参与的社区治理机制，不断提高治理水平和治理能力，在城市社区社会治
理工作积累了丰富的可供借鉴的经验。通过对青岛西海岸新区近年来在城市社区治理方
面体制机制的研究和分析，既是对现有城市社区治理理论研究的创新，同时为我国的城
市社区治理工作创新提供借鉴和参考。
论文以青岛西海岸新区为例，系统探讨了目前在提升城市社区治理方面的不足，主
要包括政府治理观念滞后、城市社区之间缺乏统筹、政府社会协同弱化、依法治理不到
位和信息共享不到位等问题。通过梳理青岛西海岸新区在城市社区治理联动机制的信息
支撑机制、问题处置机制、社会参与机制以及督查考核机制等方面的做法，总结提炼可
以推广普及的先进经验。同时，通过文献研究法、实地研究法、问卷调查法等提出如何
进一步加强城市社区治理水平，构建青岛西海岸新区社区治理联动机制的思路，即引导
社会组织参与社会治理，推进政府购买公共服务，鼓励公众参与社会治理。在加强青岛
西海岸新区城市社区社会治理具体路径方面，主要包括以社区法治保障整体稳定，以社
区德治营造文明氛围，以社区共治提高工作效能，以居民自治激发建设热情，通过对青
岛西海岸新区城市社区治理联动机制的设计与实践，为我国城市社区治理特别是治理模
式方面提供借鉴和参考。
