伊春市绿色食品产业发展政策有效性评价研究
摘要
随着经济的转型发展及绿色消费理念的形成，绿色食品的市场需求逐渐增加，绿
色食品产业逐渐成为了伊春市经济振兴发展的重要支柱产业，伊春市急需依托自然资
源优势实现绿色转型发展，政府出台了一系列政策措施旨在促进伊春市绿色食品产业
发展。
伊春市拥有丰富的林木资源，发展绿色食品产业具有得天独厚的优势，经过30多
年的快速发展，现已形成绿色蔬菜、绿色大米、绿色大豆等14个产品系列和白桦饮品

产业链、坚果产业链、食用菌产业链等条产业链，是伊春市绿色化转型发展的重要
支柱产业。本文对国内外相关研究进行梳理归纳，首先，以绿色食品相关理论为基
础，从生产基地建设政策、龙头企业培育政策、市场拓展政策、品牌扶植政策、财税

支持政策个方面对伊春市绿色食品产业发展政策进行了详细阐述，对产业发展状况
进行了深入分析。然后，运用专家打分法确定19个有代表性的指标，构建伊春市绿色
食品产业发展政策有效性评价指标体系，运用层次分析法得出各项指标权重。其次，
以伊春市绿色食品企业从业人员为调查对象，通过发放调查问卷对政策有效性进行实
证评价，共计回收问卷331份，对问卷结果进行归纳整理，并计算加权后得分，最终
得出伊春市绿色食品产业发展政策有效性评分为3.93分，有效性一般。最后，为进一
步提升伊春市绿色食品产业发展政策的有效性，促进伊春市绿色食品产业高质量发
展，依据政策评价结果，从生产基地建设、龙头企业培育、市场拓展、品牌扶植、财
税支持5个方面，进一步提出意见建议。
