广州市数字政府建设的影响因素与优化路径研究—以增城区数字政府建设为例

摘要：技术浪潮席卷而来，政府数字化转型已悄然成为提升治理效能的硬核任务。从“跑断腿”到“指尖办”，从“窗口排队”到“云端服务”，这场静悄悄的变革正在重塑政府与群众的互动方式，让公共服务既有速度更显温度。本研究以广州市增城区数字政府建设为例，深入探讨数字政府建设的影响因素与优化路径。通过文献综述和数据分析等方法，分析了技术、组织、制度、社会等多方面因素对增城区数字政府建设的影响。研究发现，政策支持、技术进步、资金投入、人才储备和公众参与是推动数字政府建设的关键因素。然而，也存在诸如数据孤岛、信息安全、法律法规滞后等问题。组织变革和制度创新对于数字政府建设的顺利推进至关重要，需要建立跨部门协作机制和完善的法律法规体系。同时，社会需求和公众参与也是数字政府建设的重要驱动力，应加强与民众的互动和沟通，提高公众对数字政府的认知度和满意度。基于以上研究结果，本研究提出了加强顶层设计、完善法律法规、提升技术能力、保障资金投入、培养专业人才和增强公众参与等优化路径。研究结果表明，这些优化路径能够有效推动增城区乃至广州市数字政府建设的发展，提升政府治理能力和服务水平。

Abstract：Withtherapiddevelopmentofinformationtechnology,theconstructionofdigitalgovernmenthasbecomeanimportantmeasuretoenhancegovernmentgovernancecapacityandservicelevel.ThisstudytakestheconstructionofdigitalgovernmentinZengchengDistrict,Guangzhouasanexampletoexploreindepththeinfluencingfactorsandoptimizationpathsofdigitalgovernmentconstruction.Throughliteraturereviewanddataanalysis,theimpactofvariousfactorssuchastechnology,organization,system,andsocietyontheconstructionofdigitalgovernmentinZengchengDistrictwasanalyzed.Researchhasfoundthatpolicysupport,technologicalprogress,capitalinvestment,talentreserves,andpublicparticipationarekeyfactorsinpromotingtheconstructionofadigitalgovernment.However,therearealsoissuessuchasdatasilos,informationsecurity,andlagginglawsandregulations.Organizationalchangeandinstitutionalinnovationarecrucialforthesmoothprogressofdigitalgovernmentconstruction,requiringtheestablishmentofcrossdepartmentalcollaborationmechanismsandasoundlegalandregulatorysystem.Atthesametime,socialdemandandpublicparticipationarealsoimportantdrivingforcesfortheconstructionofdigitalgovernme
