摘要
随着人口数量不断增长以及生活水平逐步提升，生活垃圾的产生量急剧增加，这给生态环境以及可持续发展给予了极为严峻的挑战，本文将阿鲁科尔沁旗天山镇作为研究对象，对生活垃圾治理的现状、问题以及对策展开全面系统的分析，经过对相关文献的梳理以及实地调研后发现，天山镇在垃圾治理方面存在着诸多问题，如基础设施较为薄弱，垃圾分类以及资源化利用的比率较低，居民的环保意识有所欠缺，政策执行力度不够且资金支持不足等，而这些问题产生的根源在于制度保障不够完善以及社会协同机制存在缺失。针对这些问题，本研究提出了多个维度的解决办法：其一，要完善垃圾收集、转运以及处理等设施建设，以此提升硬件方面的支撑能力，其二需强化垃圾分类的宣传工作以及激励机制，提高居民的参与程度，其三要推动资源化利用技术的应用，促进垃圾减量以及循环经济的发展，其四构建以政府为主导、多元主体协同合作的治理模式，加大政策以及资金方面的倾斜力度。本研究的成果可为天山镇以及类似地区优化垃圾治理体系、改善人居环境、推动乡村振兴提供理论以及实践方面的参考。

Abstract
Withthecontinuousgrowthofpopulationandthegradualimprovementoflivingstandards,thegenerationofdomesticwastehasincreasedsharply,posingextremelyseverechallengestotheecologicalenvironmentandsustainabledevelopment.ThispapertakesTianshanTown,ArHorqinBannerastheresearchobjecttoconductacomprehensiveandsystematicanalysisofthecurrentsituation,problems,andcountermeasuresofdomesticwastegovernance.Throughcombingrelevantliteratureandfieldresearch,itisfoundthatTianshanTownhasmanyproblemsinwastegovernance,suchasweakinfrastructure,lowratioofwasteclassificationandresourceutilization,insufficientenvironmentalawarenessofresidents,insufficientpolicyimplementation,andlackoffinancialsupport.Therootcausesoftheseproblemslieintheimperfectinstitutionalguaranteeandthelackofsocialcoordinationmechanism.Inresponsetotheseproblems,thisstudyproposessolutionsfrommultipledimensions:First,improvetheconstructionoffacilitiesforwastecollection,transportation,andtreatmenttoenhancehardwaresupportcapabilities;second,strengthenthepropagandaandincentivemechanismsforwasteclassificationtoimproveresidentsparticipation;third,promotetheap
