摘要
针对承德县磴上镇无法直接使用公安户籍系统的现实需求，镇政府亟需自主开发一套符合本地化管理特点的户籍管理系统。该系统的核心目标是解决当前手工管理模式下的纸质档案易损毁、易丢失，人工录入导致的数据错误率高以及跨部门协作效率低下的问题。系统采用前后端分离架构，前端基于Vue.js框架开发响应式Web界面，确保PC端和移动端都能获得良好的用户体验；后端采用SpringBoot框架，实现业务逻辑的高效处理；数据库选用MySQL关系型数据库，确保数据存储的安全性和可靠性。系统功能设计上分为居民和管理员两大模块：居民模块支持户籍登记申请、档案查询、证件补办、户口变动、迁移办理及居住证明申请等6大类业务的自助办理；管理员模块则增加了业务审核、电子签章、数据统计和系统管理等高级功能。通过全流程信息化改造，系统将传统需要3-5个工作日的业务缩短至2小时内完成，显著提升了管理效率和服务质量，为当地居民提供了更加便捷、高效的政务服务体验，有力推动了基层政务管理的现代化进程。

Abstract
InviewofthefactthatDengshangTownofChengdeCountycannotdirectlyusethepublicsecurityhouseholdregistrationsystem,thetowngovernmentneedstodevelopasetofhouseholdregistrationmanagementsystemthatconformstothecharacteristicsoflocalizedmanagement.Thecoregoalofthesystemistosolvetheproblemsofeasydamageandlossofpaperfilesinthecurrentmanualmanagementmode,highdataerrorratecausedbymanualentry,andlowefficiencyofcross-departmentcollaboration.Thesystemadoptsaseparatefront-endandback-endarchitecture,andthefront-endisbasedontheVue.jsframeworktodeveloparesponsiveWebinterfacetoensurethatboththePCandmobileterminalscanobtainagooduserexperience.SpringBootframeworkwasusedintheback-endtorealizeefficientprocessingofbusinesslogic.MySQLrelationaldatabaseisusedasthedatabasetoensurethesecurityandreliabilityofdatastorage.Thesystemfunctiondesignisdividedintotwomodules:residentsandadministrators:residentsmodulesupporthouseholdregistrationapplication,fileinquiry,certificatereplacement,changeofhouseholdregistration,migrationandresidencecertificateapplicationandothersixcategoriesofbusinessself-service;Theadministratormoduleaddsadvancedfunctionssuchasbusinessaudit,electronicsignature,datastatisticsandsystemmanagement.Throughtheinformationtransformationofthewholeprocess,thesystemshortensthetraditionalbusinesst
