基于Delphi法和层次分析法构建

摘要:化工项目建设除土建工程外,还包括工业安装工程,其过程质量的控制对化工设备运行的安全与稳定具有极其重
要的作用,建立一套针对工业安装工程的质量评价体系对行政部门开展监管工作具有重要意义。文章通过总结工业安
装工程中易出现的质量问题与隐患,初步设计质量评价体系指标,采用Delphi法进行了三轮专家咨询,确定了5个一级
指标、25个二级指标,采用层次分析法计算了各级指标的权重。结果较好地反映了监管过程中应重点关注的行为,为进
一步建立更具量化性的监管评价体系提供重要理论指导和技术支撑。

thecontrolofprocessqualityplaysanextremelyimportantroleinthesafetyandstabilityofthechemicalequipmentoperation.
Establishingasetofqualityevaluationsystemforindustrialinstallationengineeringisofgreatsignificanceforadministrative
departmentstocarryoutsupervision.Thequalityevaluationsystemindexesweredesignedpreliminarilybysummarizingthequality
problemsandhiddendangersthatarepronetooccurinindustryinstallationengineering,fivefirstlevelindexesandtwenty-five
secondindexeswerefinallydeterminedthroughthreeroundsofexpertconsultationbyusingtheDelphimethodandcalculatedthe
weightsofalltheindexesbyusingtheanalytichierarchyprocess.Theresultsreflectedthebehaviorsthatshouldbeemphasizedin
theregulatoryprocess,andprovidedimportanttheoreticalguidanceandtechnicalsupportforfurtherestablishingamorequantitative
regulatoryevaluationsystem.
