WhatGAOFound
TheDepartmentofDefense(DOD)hasnotfullyorconsistentlyassessedthe
effectsofpotentialreductionsofactivedutymedicalpersonnel.DODidentified12,801militarypositionstoreduceorrealign,ofwhichthemajorityaremedicalpositions.Variousmedicalspecialtieswereselectedforreduction,including
about1,000positionsforspecialtiesthatarecriticalforwartimeorbehavioral
health.Tomitigatetheeffectthesereductionsmayhaveonmilitarymedical
treatmentfacilities(MTFs),DODdevelopedmitigationstrategies.Theseincludehiringcivilianorcontractorreplacements,relyingonremainingstafftoabsorbtheworkload,andsendingpatientstocivilianprovidernetworksunderitsTRICAREhealthplan.DODperformedlimitedassessmentsontheeffectthesereductionsmayhaveonMTFs.However,DODdidnotalwaysconsiderthefeasibilityofitsmitigationstrategies—suchastheabilityofTRICAREnetworkstomeetany
increaseindemandforhealthcare—becauseitdidnothaveguidanceabouthowtoassesstheseeffectsonMTFs.UntilDODdevelopsandusesguidanceto
comprehensivelyassessthepotentialeffectthatreductionsmayhaveonMTFs,itriskstakingactionsthatcoulddecreasetheabilityofthemilitaryhealthsystemtoachieveitsmissionofensuringthemedicalreadinessoftheforceandcaringformilitaryservicemembersandtheirfamilies.
