贵阳市基层公务员流失问题的治理路径研究
摘要
本研究聚焦贵阳市基层公务员流失问题,运用定量分析与定性研究相结合的方法,调查分析了基层公务员队伍流失的现状特征,对个人发展、组织环境、外部环境等多个维度展开深入剖析。研究显示基层公务员流失呈现出年轻化、高学历化、专业性人才集中流失的特点,基层治理效能下降、公共服务质量降低以及政府公信力受损等负面影响日益显现。以人力资源管理理论、组织承诺理论与激励理论为基础,提出优化职业发展通道、调整薪酬激励体系、完善绩效考核制度、创新职级晋升机制、改善工作环境等治理路径。研究构建了基层公务员流失治理的系统性框架,探索制度保障与政策支持措施,为提升基层公务员队伍稳定性提供理论依据与实践指导。

Abstract
ThisstudyfocusesontheturnoverofgrassrootscivilservantsinGuiyangCity,employingbothquantitativeandqualitativeresearchmethodstoinvestigatethecurrentcharacteristicsofcivilservantattrition.Theresearchexaminesmultipledimensionsincludingpersonaldevelopment,organizationalenvironment,andexternalenvironment.Findingsrevealthatcivilservantturnoverischaracterizedbyyoungeragegroups,highereducationlevels,andconcentratedlossofprofessionaltalents,leadingtodeclininggrassrootsgovernanceefficiency,reducedpublicservicequality,anddamagedgovernmentcredibility.Basedonhumanresourcemanagementtheory,organizationalcommitmenttheory,andmotivationtheory,thestudyproposesgovernanceapproachesincludingoptimizingcareerdevelopmentpaths,adjustingcompensationincentivesystems,improvingperformanceevaluationmechanisms,innovatingrankpromotionsystems,andenhancingworkenvironments.Theresearchestablishesasystematicframeworkformanagingcivilservantturnover,exploringinstitutionalguaranteesandpolicysupportmeasurestoprovidetheoreticalfoundationandpracticalguidanceforimprovingthestabilityofgrassrootscivilservantteams.
