消防系统中止管理程序

Purpose目标

Tofollowtheprocedurewhenafireprotectionsystemisoutofservicesoastoensuretherisksareminimizedandthedurationoftheimpairmentislimitedaswellasthedamageofthepersonnelandfacility.

经过严格控制消防系统中止过程中各步骤来降低以至于最终杜绝消防系统失效时间，确保消防中止期间潜在风险对受影响区域人员和设施损坏降低到最小。

Scope范围

Thispolicyappliestoallfactoryemployees,contractorsandtheirrepresentativestoprovideservicewhenthefiresystemisimpairedpartiallyortotally.

本程序适适用于在工厂里工作雇员，承包商或者他们代表在工作过程中将要对当前使用消防系统造成部分或全部功效中止时。

Definition定义

FireProtectionSystem:Sprinklersystems,standpipesystems,firehosesystem,undergroundfireservicemains,firepumps,waterstoragetanks,foam-watersystem,specialextinguishingsystem,fireservicecontrolvalves,firealarms,andemergencylights.

消防系统：

指喷淋系统，消防软管，地下消防水管，消防泵，消防水罐，泡沫灭火系统，消防控制阀，火灾报警系统以及应急灯等与消防关于设备设施。

Firewatch:Apersondesignatedtophysicallypatroltheareawherethefireprotectionsystemisimpaired.

看火员：当一个区域消防系统处于中止状态之后，被指派到该区域专门巡视该区域专业人员。

Firesystemimpairment:Ashutdown,inwholeorpartofafireprotectionsystem.Accordingtothesituation,theimpairmentcanbedividedintothefollowing:

消防系统中止：消防系统中止系指消防系统部分或者全部丧失其设计消防功效状态，依照现场实际，消防系统中止主要分以下几个：

Emergencyimpairment:whenafireprotectionsystemisoutofserviceduetoanunexpectedincidentsuchasarupturedpipeorunexpectedpower-off.

应急中止：消防系统因为不可预知事件发生时而造成系统消防功效丧失，此种情况比如管线意外破裂或者意外系统断电时。

Plannedimpairment:Whenafiresystemisoutofserviceinwholeorpartduetoaplaninadvancesuchasrevisionstothewatersupplyorsprinklerpipingsystem.

计划中止：消防系统因为提前计划要求在某段时间内功效部分或者全部丧失，比如消防管网或者雨林系统升级改造等。

Level1impairment:whenalimitednumberofacomponentofafireprotectionsystemarefounddetectiveorremovedfromperformance.Level1impairmentmeansaminimalimpacttotheoveralllifesafetyoftheoccupants.

1级中止：当少许主要设备及其组成部分有故障或者从系统拆除之后该消防系统所处状态，通常对系统整体功效影响最小。
