州办公大楼的设计目标是在考虑到周围建筑的同时，保持大楼功能方面的必要性。设计对周围建筑文脉的尊重和呼应，从每个角度来看，都是清晰的—从城市天际线，从行人的高度，从北立面和南立面。最引人关注的是一种设计的发展，这种发展表现了加利福尼亚州的稳固和力量，同时又承认了奥克兰市的历史和公众精神。
远观建筑的感受，依赖于建筑的形式和光影的变化。在这种情况下，建筑那精心雕琢的顶部，以及它独特的向西水平伸展的上楣，在奥克兰天际线上独具特色，然而它并不是孤立的和孤芳自赏的，而是考虑到了周围建筑的文脉环境，并对其加以修饰。近观建筑的感受则依赖于尺度、细部和材料等要素。
